Hospital Cluster - Road Adoption crisis

Colin Taylor says the unacceptable delays in adopting the hospital cluster roads are reaching crisis point

In view of the continuing frustration of the residents of Livingstone Park, Manor Park and Clarendon Park over the continuing delays over getting the roads adopted, Cllr Colin Taylor (Lib Dem) asked Surrey County Council for a definitive statement of Surrey's position, stating precisely what the Developers still have to do.

The written response from Executive Member Cllr David Harmer (Conservative) confirms that the Developers are solely responsible for the delay. They need to get the sewers adopted by Thames Water and also sign a "Section 38" legal agreement with the County Council. Until they do so, they are responsible for maintaining the estate roads, lighting and drainage.

The Clarendon Park developers have completed their Section 38 agreement and are close to getting Thames Water to adopt the sewage system, he says, but despite the best efforts of Surrey officers, the developers of Manor Park and Livingstone Park have neither signed the agreement nor got Thames Water to adopt the sewers.

Manor Park and Livingstone Park residents who are concerned about these delays should make their views known to Persimmon Homes, Brooklands Business Park, Weybridge, Surrey KT13 0YP.

Meanwhile Lib Dem councillors David Morgan and Colin Taylor have obtained agreement that getting the new roads adopted promptly should be made a condition of the planning approval for the new housing on the St Ebbas site.
